Request for Quotations (RFQ) – Works (supply of materials and refurbishment works)

KalobeyeiFull-timeApply by Oct 22, 2026

Kalobeyei Initiative for Better Life (KI4BLI) is a refugee-led, community-based organization working with displaced and host communities in Kalobeyei Settlement, Kakuma and the wider Turkana West area to enhance child well-being through education, play and psychosocial support. KI4BLI is implementing a project aimed at strengthening Mental Health and Psychosocial Support (MHPSS) and Social Emotional Learning (SEL) for young children through increased use of play within community and household settings in Kakuma and Kalobeyei. Under this project, KI4BLI has entered into engagement agreements with community ECD centres serving children aged 0–3 years and above. One of the agreed activities is the refurbishment of these centres into safe, inclusive, child-friendly and play-supportive learning spaces. KI4BLI is therefore inviting qualified, eTIMS-compliant suppliers and contractors to submit quotations for the refurbishment of fourteen (14) community ECD centers in Kakuma and Kalobeyei, as set out in Section 3 below, by quoting unit prices for the items listed in Section 4. 2.Purpose of the Request for Quotations The purpose of this Request for Quotations (RFQ) is to obtain competitive, priced quotations from suppliers and contractors who meet KI4BLI's eligibility and compliance requirements, and to select one or more contractors to supply all materials and carry out the refurbishment works at the 14 ECD centers. The selected contractor(s) must be able to complete all works within one (1) month of commencement. KI4BLI may award the works for all 14 centres to a single contractor or split them between more than one contractor (for example, by location: Kakuma and Kalobeyei), depending on the quotations received and each bidder's demonstrated capacity. 3.Scope of Works At each of the 14 ECD centres, the contractor will supply all materials, labour, tools and transport needed to complete the following works: Interior ceiling installation: supply and fix ceiling boards (gypsum or soft board) on a treated timber framework, with all fittings, to reduce heat inside the learning space. Floor improvement: level and cement the floor using cement, sand and ballast to give a smooth, even, crack-free and easy-to-clean surface. Wall painting and child-friendly murals: prepare and paint interior walls in bright, child-friendly colours, and paint simple educational murals (for example letters, numbers, shapes, animals and local themes). Safe play and learning area: supply foam floor play mats suitable for children aged 0–3 years. Child-sized furniture: supply small learning tables and small plastic chairs suitable for young children. Storage: supply a locally made wooden storage shelf for learning and play materials. Transport and clean-up: deliver all materials to each centre and leave each site clean, safe and free of debris on completion. Quality, Safety and Inclusion Standards All paints must be lead-free, non-toxic and washable; painted areas must be fully dry and ventilated before children use the space. Furniture and shelving must be sturdy, stable, smooth-finished and free of sharp edges, splinters or protruding nails; shelves should be secured to prevent tipping. Floors must be finished to a level, non-slippery surface with no trip hazards, so that the space is safe and accessible for children, including children with disabilities. Works must be scheduled and managed so that children are not exposed to construction hazards (for example by working when the centre is closed or by cordoning off work areas). All materials must be new and of good quality, and are subject to inspection and approval by KI4BLI before installation. Contract Implementation and Timelines The selected contractor(s) will sign a service Agreement and receive a Local Purchase Order (LPO) from KI4BLI before starting any works. The commencement date will be stated in the Agreement. Before works begin, the contractor will join KI4BLI and each centre Director/representative for a site assessment to confirm the quantities and agree the work schedule. All works at all centres awarded must be completed within one (1) month (30 calendar days) of the commencement date. Works will be supervised by KI4BLI in consultation with the management of each ECD centre. KI4BLI may reject materials or workmanship that do not meet the specifications, and the contractor will correct any defects at its own cost. The contractor and all its workers must follow KI4BLI's child safeguarding and protection standards while on site, including keeping children away from work areas and reporting any safeguarding concern to KI4BLI immediately.
